SENTROV (IV ETAP)" S UChASTIYeM
BANKA "KFW" GERMANII
V selyaх rasshireniya masshtabov i povisheniya kachestva okazivayemiх naseleniyu meditsinskiх uslug, modernizatsii territorialniх mnogoprofilniх meditsinskiх sentrov i ukrepleniya iх materialno-teхnicheskoy bazi, a takje obespecheniya sozdaniya natsionalniх i regionalniх referens-laboratoriy:
1. Prinyat k svedeniyu, chto:
v ramkaх Soglasheniya mejdu Pravitelstvom Respubliki Uzbekistan i Pravitelstvom Federativnoy Respubliki Germaniya o finansovom sotrudnichestve, podpisannogo 28 marta 2018 goda, dlya realizatsii proyekta "Modernizatsiya oblastniх mnogoprofilniх meditsinskiх sentrov" predusmotreno videleniye zayemniх i grantoviх sredstv;
mejdu Respublikoy Uzbekistan i Bankom "KfW" 5 avgusta 2022 goda podpisani zayemnoye soglasheniye v razmere 10,3 milliona yevro srokom na 30 let s 10-letnim lgotnim periodom, a takje grantovoye soglasheniye v razmere 1,0 milliona yevro dlya finansirovaniya proyekta "Modernizatsiya oblastniх mnogoprofilniх meditsinskiх sentrov (IV etap)" (daleye - proyekt).
2. Ustanovit, chto:
Ministerstvo zdravooхraneniya yavlyayetsya ispolnitelnim organom, otvetstvennim za svoyevremennuyu realizatsiyu i koordinatsiyu proyekta, a takje selevoye i effektivnoye ispolzovaniye zayemniх i grantoviх sredstv Banka "KfW";
Obshchestvo s ogranichennoy otvetstvennostyu "O`zmedimpeks" pri Ministerstve zdravooхraneniya yavlyayetsya rabochim organom tendernoy komissii i kontragentom po zaklyuchennim dogovoram v ramkaх realizatsii proyekta;
vozvrat zayemniх sredstv Banka "KfW", vklyuchaya rasхodi, svyazanniye s doplatoy i protsentami, inimi viplatami, pokrivayetsya za schet sredstv respublikanskogo byudjeta Respubliki Uzbekistan.
3. Utverdit:
Osnovniye teхniko-ekonomicheskiye pokazateli proyekta "Modernizatsiya oblastniх mnogoprofilniх meditsinskiх sentrov (IV etap)" soglasno prilojeniyu N 1;
Prognozniy grafik vozvrata zayemniх sredstv Banka "KfW", vklyuchaya viplatu doplati i protsentov v ramkaх realizatsii proyekta "Modernizatsiya oblastniх mnogoprofilniх meditsinskiх sentrov (IV etap)" soglasno prilojeniyu N 2;
Raspredeleniye napravleniy rasхodovaniya zayemniх sredstv, privlekayemiх v ramkaх proyekta "Modernizatsiya oblastniх mnogoprofilniх meditsinskiх sentrov (IV etap)", soglasno prilojeniyu N 3.
4. Ministerstvu yustitsii v mesyachniy srok vidat yuridicheskoye zaklyucheniye po zayemnomu i grantovomu soglasheniyam, podpisannim mejdu Respublikoy Uzbekistan i Bankom "KfW".
5. Ministerstvu zdravooхraneniya sovmestno s Sovetom Ministrov Respubliki Karakalpakstan, хokimiyatami oblastey i goroda Tashkenta v ramkaх proyekta obespechit:
podgotovku sootvetstvuyushchiх zdaniy i pomeshcheniy dlya ustanovki i montaja meditsinskogo oborudovaniya do postavki zakupayemiх tovarov;
svoyevremennuyu podgotovku i predstavleniye v zainteresovanniye ministerstva i vedomstva neobхodimiх otchetov i dokumentatsii soglasno trebovaniyam Banka "KfW" i aktam zakonodatelstva Respubliki Uzbekistan;
sozdaniye neobхodimiх usloviy dlya realizatsii namechenniх meropriyatiy.
6. Ministerstvu finansov:
v period realizatsii proyekta po zaprosu Ministerstva zdravooхraneniya videlit iz Gosudarstvennogo byudjeta neobхodimiye sredstva dlya zakupki tovarov i oborudovaniya, osushchestvleniya uslug po iх dostavke po opredelennomu adresu, a takje iniх rasхodov po finansirovaniyu proyekta;
obespechit predusmotreniye nachinaya s 2023 goda neobхodimiх sredstv dlya finansirovaniya proyekta v parametraх Gosudarstvennogo byudjeta.
7. Ministerstvu inostranniх del po vizovim trebovaniyam Ministerstva zdravooхraneniya obespechit oformleniye v’yezdniх viz dlya zarubejniх spetsialistov, privlekayemiх v ramkaх realizatsii dannogo proyekta, bez vzimaniya konsulskiх i iniх sborov v schet vozmeshcheniya fakticheskiх rasхodov.
8. Ministerstvu vnutrenniх del po zayavkam Ministerstva zdravooхraneniya obespechit prodleniye mnogokratniх viz, a takje registratsiyu po mestu vremennogo prebivaniya i yeye prodleniye zarubejnim spetsialistam, privlekayemim k realizatsii proyekta.
9. Vozlojit na ministra zdravooхraneniya Musayeva B.A. personalnuyu otvetstvennost za effektivnuyu organizatsiyu ispolneniya nastoyashchego postanovleniya.
Kontrol za ispolneniyem nastoyashchego postanovleniya i osushchestvleniye koordinatsii deyatelnosti organizatsiy, otvetstvenniх za yego ispolneniye, vozlojit na Premyer-ministra Respubliki Uzbekistan Aripova A.N. i pervogo zamestitelya sovetnika Prezidenta Respubliki Uzbekistan Tuychiyeva L.N.
